I think the software security of banks is poor and the potential hackers to steal the money is quit high. The banks should monitor of their software program that they used regularly. In same time the procedure to withdraw the money should be stricter and always updated.

In Denmark we're seeing something somewhat related. Well, just somewhat. Banks guarantee internet banking security, so if a private person has his account hacked into and riped, he/she will get the money refunded. However, if a business entity has their account hacked into, they get no refunds. The argument is that business owners "knows better".

From that article in The Independent:

They moved on to Macau, and started spending like there was no tomorrow, which, in their case, was a plausible assumption. There were reports they'd hit the tables of local casinos, and Westpac, who seem to know more than they have so far divulged, last week named Wynn Resorts, which owns a Macau casino, in a lawsuit seeking to recover the lost millions.

Shades of Lipkin Gorman in an international context?
